The City of Los Angeles Department of Transportation’s Community-First Engagement approach seeks to restore and atone for historic, systemic, and institutional injustice.

Under this framework, City Fabrick was part of the consultant team that worked closely with communities impacted by traffic violence, health and economic disparities, and previous exclusion from decision making to plan and deliver transportation projects where they are needed most. The framework prioritizes underserved communities of color to infuse dignity into planning processes by intentionally and holistically incorporating the viewpoints, lived experiences, and perspectives of those most impacted by the transportation project or program. These experiences, stories and local knowledge are weaved into technical planning practices to inform the decision making process and final markup of the project. The selection process for these streetscape projects were generally identified as historically underserved and high-need communities including: Wilmington, Palms, North Hollywood, Downtown Los Angeles, Pacoima, Hollywood, South Central, and Watts.

City Fabrick led pop-up street charrettes, ethical storytelling, creating streetscape visualizations, developing engagement strategies, intercept and online surveys, roundtable discussions, public open houses, and large-scale community events. Appreciating the uniqueness of each community engagement was specialized to each project with attention to language access, literacy, technology access and literacy, and socioeconomic needs. Additionally, engagement efforts include integrated approaches to engaging students, parents, aging adults, kinship care families, faith-based communities, community-based organizations, and businesses.
