City Fabrick collaborated with the California Arts Council to develop the California Cultural Districts program as codified in Assembly Bill 189.

City Fabrick initially studied cultural district designation policies and programs from states across the nation, comparing their respective selection process and support that each program provide. A dashboard assessment of existing Cultural Arts Districts across California was developed to prompt future research and build a context for policies designating and supporting qualifying arts and cultural districts.

The two reports formed the basis of Assembly Bill 189, which launched the California Cultural Districts program. The material was presented to the Joint Assembly and Senate Committee of the Arts, educating officials of the benefits of such a program for creative communities and economies across California. City Fabrick also served on the selection committee for the first class of California’s Cultural Districts.

A Cultural District, as outlined by the program, is a well-defined geographic area with a high concentration of cultural resources and activities. 14 districts across California received the initial designation for a period of five years, per state legislation.
